This program is the essential assessing, planning, linking, monitoring and advocate service for children and the families of children who meet the following criteria:. Basic Case Management. The population for basic children's case management services is limited to children and adolescents ages birth through 17 who either have or are at risk for developing a serious emotional disturbance.
